Psychologically and politically the break was overdue when Plekhanov and Lenin celebrated their joint victory at the 1903 congress. Plekhanov was quickly shocked by the ruthless consistency with which Lenin proposed to exploit the victory. The Mensheviks, whom Lenin wished to excommunicate, included most of Plekhanov's old friends and associates. /The rigid party discipline in matters of opinion as well as of organization which Lenin wished to enforce was alien to Plekhanov's western notions of political organization and agitation^ Unthinkably for Lenin, Plekhanov began to advocate reconciliation with the dissidents. Before the end of 1903 Lenin had resigned from the editorial board of Iskra ; Plekhanov had co-opted on to it the former members rejected by the congress, Mensheviks all; Iskra had become a Menshevik organ; and Lenin had been left to organize his Bolsheviks as an independent faction.
The next twelve months saw a series of scathing articles from Plekhanov's pen against Lenin and the Bolsheviks. Lenin's What is to be Done? was answered by Plekhanov's What not to Do. Lenin was declared guilty of fostering a " sectarian spirit of exclusion ", of claiming to act " in obedience to an infallible class instinct", of " co nfusing the dictatorship of the proletariat with the dictato rship
